Hanoch Hagar, Adv. currently serves as the Senior Advisor to the Chairwoman of the Israel Securities Authority. In his previous position, he served as the Head of Supervision within the Legal Counsel Department at the ISA. He began working at the ISA in 2010 as part of his legal internship and following that held various positions in the Legal Counsel Department.
He took a leading role in promoting legislation initiated by the ISA, including the Administrative Enforcement Law, the Rating Agencies Law and the Regulatory Exemptions Law. In addition, he was part of the process to open up the bond market in Israel and the creation of the "regulatory sandbox" to promote the assimilation of technological innovation in the capital market.
Adv. Hagar has advised public companies in the issue of securities and complex instruments and on issues related to corporate governance while working at the office of Fischer Behar Chen Well Orion & Co.
Hagar holds an LLB in Law and Accounting, a BA (with honors) in History and an LLM – all from the Hebrew University.
