Q&A
I think that I noticed some unusual activity involving a security. What should I do?

Use the ISA's Hotline to contact the ISA.

I have been summoned to appear immediately at ISA offices for interrogation. Is my appearance mandatory?

Yes. ISA investigators have the legal authority to call any person in for interrogation. If you fail to appear for an interrogation or an administrative inquiry, you may be guilty of a criminal offense (such as obstruction of justice, contempt of court, frustration of administrative proceedings).

I entered a purchase order for securities and instead of cancelling it I entered an offsetting sales order. As a result, a matching order was created. Did I break the law?

If a trade does not represent a true meeting between a willing buyer and a willing seller, the trade may be considered a securities violation.

Do I have to report my bank accounts to anyone?

According to ISA circulars, statutory reporting obligations apply to mutual funds, ETF management companies, and investment portfolio managers. Moreover, according to Ministry of Finance circulars, issued by the Ministry of Finance, other supervised entities such as banks, insurance companies, and provident funds, are obligated to report their bank accounts.

Is information on an anticipated interest cut considered "inside information"?

Information about an upcoming interest rate cut affects the economy as a whole, and therefore does not meet the definition of inside information.

I came across an investment venture on Facebook that claims to be supervised by the Israel Securities Authority. Is it worthwhile investing in?

First, it should be noted that the fact that a venture is supervised does not guarantee profitability and the prospect of loss always exists. Secondly, it can be ascertained whether the venture is indeed supervised by the ISA by contacting the Public Inquiry Department at the ISA

What is the hotline for reporting information? Can information be reported anonymously?

The hotline allows you to report information whenever you come across evidence of a suspected violation of the Securities Law or some other illegal activity or impropriety in the capital market or is connected to activity in the capital market.

There is no obligation to identify yourself in order to report information or submit a complaint; however, providing contact details is important to us since there may be cases in which we require clarification or additional details beyond the material you have provided in order to complete the inquiry or the investigation.

I am interested in reporting information on an individual who is offering an investment on a WhatsApp group and I don't think he has a license. How is this done?

Information can be reported directly to the Investigations, Intelligence and Market Surveillance Department by means of the hotline.
