Attorney at Law, Dr. Tzvi Gabai, has been appointed in charge of enforcement at the Israel Securities Authority. The decision to appoint Dr. Gabai was made by the appointing committee, formed by the ISA chairman Prof. Zohar Goshen subsequent to last month's retirement of Attorney Pnina Guy, form the aforesaid post. Dr. Gabai has been chosen from a group of candidates who applied for this position following the publication of a public tender
Between 1999 and 2003, Dr. Gabai (37) acted as a prosecutor at the District Attorney's Office in Tel Aviv. He, then, moved to New York and studied for a Master's Degree at the Columbia University, concurrently working as a mediator for the "Safe Horizon" association dealing with cases forwarded to the organization by various NY courts. In 2004 Tzvi Gabai started to lecture, as a guest lecturer, at the Columbia University, where he also began to work on his PhD. In 2006 he moved to the NY law firm of Skadden, Arps, Meagher & Flom, specializing in "white collar" offences, where he dealt with offences related to the Securities Law violations.
Dr. Tzvi Gabai holds the following academic degrees - BA in Law, from the Hebrew University in Jerusalem (1999), MA in Commercial Law, from Bar-Ilan University (2002), MA in Law from Columbia University (2004) and PhD from Columbia University (2006). Dr. Gabai's wrote his PhD dissertation on alternatives to criminal proceedings.
Dr. Tzvi Gabai will commence his work at the ISA at the beginning of September.
